HMRC has revealed that almost 3 million taxpayers will be required to switch to Making Tax Digital (MTD) between 2026 and 2028, transforming how self-employed individuals and landlords record, report, and pay their taxes.

But behind the numbers lies a deeper story, one of change, opportunity, and challenge for millions of UK earners.

Phased rollout by income level

According to HMRC’s latest data, the rollout will happen in three waves:

• April 2026: 864,000 taxpayers earning over £50,000.

• April 2027: 1.07 million with income between £30,000–£50,000.

• April 2028: 975,000 earning £20,000–£30,000.

That’s 2.9 million people, or roughly 42% of all self-employed and property-income taxpayers, shifting to a new digital system that demands quarterly updates and real-time visibility.

Self-employed lead the charge

Of those joining MTD, around 2.35 million (81%) are self-employed individuals — people who rely on their own businesses for income.

A further 563,000 landlords will also be pulled in, many of whom will join later in 2028 to give smaller investors more time to adapt.

This phased approach is meant to protect small taxpayers while allowing the system, and accounting software providers, to scale smoothly.

Why agents and software matter more than ever

HMRC data shows that 65% of affected taxpayers work with an authorized accounting agent, proof that professional guidance will be essential for success.

But the real challenge lies with the 1 million taxpayers who manage everything themselves.

Among unrepresented taxpayers, only 1 in 5 currently use accounting software.

Compare that to nearly 80% among those with an accountant, and it’s easy to see where problems could arise.

Without expert help, many risk falling behind on quarterly submissions or misunderstanding digital record-keeping rules.

Balancing technology with trust

Over 12 million self-assessment returns were filed for 2023/24, yet 9 million taxpayers still remain outside the MTD framework, a clear sign that the transition will require patience, education, and trust.

HMRC and professional bodies such as the ICAEW are encouraging voluntary adoption now, so taxpayers can get comfortable before it becomes mandatory.
